If she are a beginning Lolita, I suggest she buys non brand name when she is still discovering your style. For example, if she want a skirt from the Japanese brand name Angelic Pretty, get a similar one from a less expensive non brand name like La Dauphine.
Making your clothes is another good alternative. I'm low on money, so I make most of my clothes, which works well, actually, because I like coming up with my own designs.
Definitely avoid Ebay if possible! Some things are good, but most are not. Everything I got off there has had something wrong with it. One shop actually just hot glues fabric together!
But not all Hong Kong Lolita clothing is bad. I've heard from many people that Anna House is really nice and inexpensive and I'm ordering a few things from there to try it out myself.
