How do I address a letter from the US to the UK?
Here's the info that I have:

Street Address
City
Greater London
IG3
UK
How exactly would I put all this together, spacing and punctuation wise? Or should I simply write it the way it is?
Also, if someone could tell me exactly what "Greater London" and "IG3" are, I'd really appreciate it. Is Greater London sort of like a U.S. State, or a Canadian Province?
Another thing, where do I include this notation:

PAR AVION
And (sorry, last thing - I swear!) I've read that residential letters post their address on the back of the envelope. Is that only for local letters, or should I put the address on the back of the envelope as well?

Quite simply lay out the address exactly as you have stated above - so I am now going to write it down with invented people and places and the Post Offices hate punctuation so avoid it if you can.

IG3 is a postcode - the same as the USA has zipcodes. Greater London is the city of London and does not include the satellite suburbs on the outskirts.
Whitechapel being the suburb.
You normally affix your postage stamps to the top right hand corner of the envelope, the PAR AVION sticker goes a little in from the side at the top left hand corner.
Normally, you put your return address on the envelope sealing flap on the reverse of the envelope. Most people have address stickers for this. A lot of people do not put their own names on the reverse of the envelope but do put their full mailing address.
